The happy hour isn't always more chance of getting an IF, sometimes they lower the price of a certain pack. And the chances of getting him in a pack are very, very slim.

I got a 86 Fernando Torres in a pack once, but thats it. I've never had a decent IF player chances are very very slim I would say.
