New transfer are coming out in happy hour, and another pack coming out, called 'The Rare Pack' so I assume that it's a pack with just rares in. And they will be a limit on it, though they may increase that limit for the second happy hour which is 7PM - 8PM EST, so if you're going to buy a 6k, I'd wait for the second happy hour because you may get more for your money.

The pack may come out, it may not though.

And last thing, new transfers mean also UP players ^_^ But not all.
