When do the team of the week packs come out?

The players get released at 6pm every Wedensday and you get them in normal packs, they don't have team of the week packs or anything.

sometimes you get the 25k packs

Yes thats happy hour, that usually happens every monday and friday 6PM GMT. There is a happy hour tomorrow though 6PM GMT.

How long does happy hour last and is it on PS3 aswell. Because today is thursday

It lasts for exactly one hour, and the official place where it gets announced is on their twitter account, they randomly annouce moments before. It's really not worth it, happy hour usually consists of a extra pack available 25k for all gold players, but it has to be someone really goods to make your 25k back. I have never got any one good not worth it
