Whats the difference between uncoded blog and coded

If being a serious question then..

A un-coded Blog would basically be a layout design e.g a PSD that is un-coded and is one image..
A coded Blog would be the opposite so the one image broken into lots of little images and coded to make and create a fully functional Blog/website.
