Gonna save you some vbux.
you can make a Canadian paypal without even using a proxy. They don't have to be verified to send AND recieve, they have a limit of like $3,700 I'm from the US and it worked for me. Done several transactions with it.

you can do what smd said or you could buy a 10-20-50$ visa gift cards and put it on your paypal and it will lift the sending limit so you can spend 2k a month and you can use it for ebay and everything
