Ask Infa to make you a Canadian paypal account. It can send money, receive money, and do all that good stuff without verification.
How are you planning on paying the $9 anyway? Prepaid card or something? Just wondering.

I'll make you verified one (unlimited) for $10 right away.
One thing, it will be russian but you can change the language anyway. Works as well as all the others.

lol but then i wont be able to use again u see like ill need to put a card everytime so i need varified or a card iv bought gift cards offf people and wasted oved $15 then it just says the bank who issued the card sed no or sum shit

I can get put a working card on there. Just won't have any money on it.
