It's like gamesharing, except that you can only transfer once a year to one gamertag. Game should remain on the first console it was downloaded on and whatever gamertag holds that license. So if you have 2 xbox's and you transfer license, your gt won't have access to that game anymore unless you play on the console you first downloaded on.
