He's looking for a gameshare of the maps.. If he was going to offer 15 million, why wouldn't he just buy Elite himself then. (More or less equivalent to $50 based on your rates)

Perhaps around 5-7 million vbux is more reasonable for a gameshare of all the MW3 map packs.
