The first step is to not waste money. If you don't have an American law degree, get one. Learn as much as you can about Sudan and begin working local politics and charity events.
Start building a base and find a group of Sudanese people who believe in you and will work for your cause for free.
...continue with momentum until the night of long knives.
Or you could just boycot everything...
Buy a nuke etc...

In the old days you needed military force to conquer & control a country. Today force is not necessary at all. You can destabilize a country, make it poor & then make it request for help. For the help that is given you gain control over the policies of that country & once you have control of a country's polices you have effectively colonized it.
