Now i don't i talked 2 apple again and they said yes i can buy one without contract but i have to sign something that says i will not hack it 2 change carriers (which i will) Happy they said i can buy it at the apple store.

Buy them unlocked on ebay or craigslist

I think you'll have to buy one from a third party as it appears that Apple no longer allows you to buy an iPhone without a contract. At least, that's what I've read from their iPhone FAQs page.

Apparently it appears that you can still walk in and buy one from a store but not online according to an older article online. However, the policies may have changed so I am not sure.
