Quality before quantity. Besides, having a high rep count doesn't mean anything anymore.

I don't this the admins were overly confident with "some" of the promotions. They just simply decided to give them a chance to see how they perform, and mistakes do happen and people do mess up. I'm not saying anyone who got promoted did, but it is always a possibility

The primary factor was application quality. Of course, if there are other conflicting factors, namely the family problems you mentioned, the outcome will be different. For the bare basic member though that has no conflicting factors, quality was the basis of determination.
