I've always thought Tupac was still alive but this brought my intrest up a little more due to the fact no one has mentioned anything about this song. Take a listen to the song. Notice a few things? Here I'll point a few things out.

"The only way, for me to come back, is by Makaveli
That's it! All these mother****ers stole from me
I'm takin back what's mine"

He states the only way for him to come back is by Makaveli, Makaveli stating that he faked his death at 25 and coming back at 43 such as the original Makaveli did. He states that people stole from him and he wants back whats mine, meaning people stole his life from him and thats why hes taking back whats his as in getting his life back by faking his own death and starting fresh somewhere else.

Here he states that the plates were recognized and the faces looked familiar, stating the picture that was taken of Tupac on the night of his supposed "death". When he says "Everybody swear they know the nigga that's gonna, kill ya" Is he saying how everyone thought Suge Knight was going to kill him which is another theory on his death. "DIE MOTHER****IN DIE, hope yo' ass fry, don't ask why
But I let off everything I have" There it states that he was being shot at and left everything he had to start a new life after being shot in the chest numerous times on that night as the hospital stated but being able to make a full recovery. " Took a shot, tired of runnin from the niggaz and the cops
Time to be a ghost" There it states that he took a shot by who ever shot him on that night, the hospital he was in that night stated that he took shots to the chest but would make a recovery. He also says hes tired of running from other people such as gangs and the cops. He states its time to become a ghost, not die but become a ghost. This could mean that hes just lurking in the shadows of places being unseen by people and unknown.
