You get +rep when either people give you rep or Thank your post. Its not to difficult, just be nice. As long as your post is on topic and reasonable you should be fine. You generally will get more willing people to rep you if you make good posts that teach people how to do useful things.

Also often times funny posts or posts that are helpful and polite may be deemed useful and therefore get you +rep.

Help out in all the questions sections.

e.g. You must login or register to view this content. - The most active questions section.

Thats the PS3 exploits and hacks questions section, help out if you know you're actually helping, but if you don't know, don't try to help as it could be useless and result in the opposite of helping them.
