You could just risk using a nulled version of vBulletin and host on one of the many free hosting sites

If the site name is important to you then im not sure, but if it doesn't bother you try xtreemhost.com as they provide very a very good service for free, Or alternatively 000webhost but you'll have to wait some days to be activated.

And Just upload a nulled vBulletin, preferably 3.8.6.
