yeah he could have easily killed that cop there if the cop didn't react as fast as he did but at the same time did that cop really think he could stop a speeding van by just standing in front of it? But even if had ran him over it's not necessarily their job to beat the shit out of the guy it's to stop him from hurting more people and apprehend him and let the law decide his punishment. Like that lady said they should have checked if he was even still alive rather than running to him with police batons and fists before actually arresting him.
