Well, I'm in the middle of something.

First I give you the back story.
My best friend went out with the girl for a while, broke up, then on and off but basically just getting together to have sex, giggy.
Anyways, me and him hang out with these other girls, and I get real close to one of them. However, she ends up liking my friend.
So while he's still kinda talking and fooling around with his ex, he hangs out with her and gets pretty close to her too.

After a while of that, my buddy lies to the new girl basically and says he's done with his ex, when he was not and was fuking her on the side while KINDA with the new girl .

So anyway the new girl is like best friends with me now so I can basically tell her anything and she'll believe it/do it.
She says she's trying to get over him and move on.
My friend says he likes her very much now and wants to get her flowers :O.
But I honestly don't think he's done with his ex.
But I wanna help him out since he's my bro, but don't wanna look like an ass hole to the new girl because for a week I've been telling her not to talk to him.
Soooooooooo, that's basically it, here I am, wanting to help out the girl, like not hurt her and what not. But I wanna help out my bro and let him on his way 'back' to the new girl, but also knowing his ex will get to him.

I'm asking for some help here, cause I gotta pay for these flowers .

In all seriousness, you have to sit your buddy down and have a solid MAN conversation. You need to tell him that hes got to choose one or the other or else he is throwing you under the bus. He's being a little prick by leading both girls on. I know it might seem "awesome" at this point for him but trust me it will crumble. It always does. If he chooses his ex then let it be and tell the new girl that he has gone back to his ex and to not talk to him anymore. If he chooses the new girl and promises to stay away from the ex then you should have him give her the flowers and tell her he is done with his ex as well. Then it is up to you to make sure everything works out and keep him away from his ex because YOU will never hear the end of it from your new friend if he went back to his ex and broke her heart. Plus then he would have lied to your face when he said he'd stay away from her and then he breaks your trust and guys shouldn't f*** over other guys.

Hmm..sounds like your "bro" is trying to board 2 boats with 1 foot(a maxim or saying of a man trying to court 2 ladies)..
There are of course,consequences for attempting the above mentioned scenario and it usually does not end well with broken hearts.
Considering he's your "bro",i take it you're both pretty close?
OK,firstly tell the 'girl' to break off with your bro as you mentioned the 'girl' wants to get over your bro and move on.If his ex will take him back,good for him,if not tell him to move on.
This will make things a lot easier for you as you don't have to do the 'dirty' work.
Now,if this plan goes well,you've got a dilemma on your hands why?
See,if you go in too quick and grab this girl that left your bro,he's gonna be suspicious and know you did the dirty on him,know what i'm saying? Give it time,and during this time keep this 'girl' close to you like for example:

a) being there for her whenever she needs company or just a shoulder to lean on cos' 9 out of 10 chicks dig this from guys.
b) respect her for what she does,who she is,support her(decisions).
c) listen to what she has to say(again chicks dig guys who do)

doing the above shows her you care and more importantly will bring her closer to you and hopefully(fingers crossed) will blossom into a g/friend-b/friend scenario.
