its from a lightning strike that ripped through the power lines and blowing up transformers. nothing more

Ok tell me what is at 0.17 in the sky

ROFL this was from transformers going haywire its happend here in Buda, Texas and the lights @ 0:17 was most likely reflection on the camera cause the dots were shaking oddly similar to the shaking of a hand not that of a flying object. Later on the lights appear again and support my theory about it being the reflection they only show when the transformers in a certain area are lighting up then disappear when the light dims down at the same transformer.
