A Throttle lock, You can buy them and install them they just keep the throttle in what ever position.

I'm unsure on legality, but its something that no one would notice if you did install it. It's pretty much a replacement bar-end You must login or register to view this content. There are other ones out there as well.

Think about it not the first time we've seen throttle lock, think about Crank when Jason stood on the bike going at the same speed but it's amazing nothing i've seen before i was really thinking that something would of happened.
