The reason is because they are running out of IPS: eg 1.12.121.123
The solution, is to use IPv6.
An example of a IPv6 IP is: 2001:0db8:85a3:0000:0000:8a2e:0370:7334
It consists of both numbers and letters.
Doesn't seem like that will ever run out, doesn't it?!
But it will be a tough process, to convert EVERYTHING from IPv4 to IPv6
