It won't. California, one of the states that is mostly in favor of this tried to make it legal in the state and it failed. Even if it had passed, it will still be illegal under federal law and that won't change anytime sonn.
The votes to make it legal in Cali always fail like 55% NO/45% YES or closer. Sooner or later (once all those old ass damn conservatives die.. lol) it will pass, I'll call it and say sometime before you hit 40, assuming you're about 25 years old ATM.
Also, the 9th Amendment basically says that if something isn't specifically prohibited in the Constitution, it's up to the individual states jurisdiction to decide their stance on it. The fact that Feds can still do drug busts on Medical marijuana stores in states where medical marijuana is legal is an appalling example of modern day hypocrisy in our government, and again I will call that they won't be going on for much longer. I'd say give it <20 years and these busts will have ceased, and more likely then not Marijuana will be legal in CERTAIN states. I mean, in Alaska right now you can have up to 2 Oz. and get off with a $100 ticket, and if it's in your house and you're 18, no fine or confiscation, it's perfectly legal. Given my preceding information, do you still really think this war on marijuana will last much longer? If so, why? Quote me in a response because, like any level headed individual, I like hearing both sides of the argument.
