Probably because Freddy's parents assumed, which lead the school to assume, which also made the school assume that there would be a lawsuit involved. And god forbid the school feels threatened. I swear, this whole situation is disgusting.

You're kidding, right? Have you completely missed the lawsuits against schools in the past twenty years because of sexual harassment?

Anyways, if sexual harassment is occurring in an educational facility, and the school does nothing about it, it is considered their fault, and they could easily be sued for it. As bullshit as that is (in some cases, like if the school doesn't know), it's true.

Freddy's school is obviously trying to cover its ass to prevent that.
