A user id is an indicator of when you joined the site, it is in no way related to your name. So, changing your username is irrel-evant in this situation.

And if you use the ratio of active members to total members on NGU, there are less than 3k truly active users among the entire almost 700k...

I'm saying that someone, for example, lost their password, but they had registered close to when the site began. They make a different account and therefor no one knows them as their original name. So they have to start over from scratch. No one knows them even if they were active when they first started.
