(adsbygoogle = window.adsbygoogle || []).push({}); My interpretation:
ACTA are basically a group that are trying to enhance internet privacy. They say that there should be no copyright infringement on the internet.
So a basic example, you like a song, your basic reaction is to download it from a youtube converter or a free source. This is the kind of things that they are trying to prevent, but they are taking further measurements, if you have a like a song and you download it from iTunes and try to send it to others over the internet E.G. Mediafire, Megaupload or any other file sharing website you will be infracted.
The ACTA's punishment to any kind of "illegal" issues will bbe a 5 Year prison, or a great fine. To be honest with you I think this is Complete Bullshit, and its just another way of the government making money. I thought that this LAW was not goin to get passed at first in the time of SOPA but now it is getting more recognition and I think we need to try and stop it as a Internet community.
PLEASE leave you critisms in the comment section because I want to try and see other people's views. And try and spread this message and thread.

Some Research that I did:

The ACTA:
ACTA - 'The Anti-Counterfeiting Trade Agreement' is a proposed plurilateral agreement for the purpose of establishing international standards on intellectual property rights enforcement.

ACTA would establish a new international legal framework that would create its "own governing body outside existing international institutions" such as - the World Trade Organization (WTO), the World Intellectual Property Organization (WIPO) or the United Nations.

An open letter signed by many organizations, including Consumers International, EDRi (27 European civil rights and privacy NGOs), the Free Software Foundation (FSF), the Electronic Frontier Foundation (EFF), ASIC (French trade association for web 2.0 companies), and the Free Knowledge Institute (FKI), states that "the current draft of ACTA would profoundly restrict the fundamental rights and freedoms of European citizens, most notably the freedom of expression and communication privacy."

It seems, SOPA and PIPA were just distractions! while they signed a copyright treaty "ACTA" behind the curtain...

US, Australia, Japan, Switzerland, and many EU nations have already signed this secret censorship pact last year in 2011.
The Recent country to join the list is - Poland.

ACTA committee

ACTA establishes the ACTA committee in Article 36 as its own governing body outside existing international institutions such as the World Trade Organization (WTO), the World Intellectual Property Organization (WIPO) or the United Nations. With regards to the reason for not pursuing ACTA through the G8, WTO, WIPO or other formal existing structures the European Commission explains that a free-standing agreement provides the most flexibility "to pursue this project among interested countries", while stating that "the membership and priorities of those organizations (G8, WTO, and WIPO) simply are not the most conducive to this kind of path breaking project."
