If you already have a Steam account, cool... if not, get a Steam account and download Steam. I would then suggest any of the following games. I realise the prices are in UK Pounds. Apparently, $9.31 = £5.86 so here are my suggestions they should be within your budget in dollars too.
Alpha Prime - £2.99 - A simple single player FPS game that takes me back to the old style FPS games from the Sega Saturn. It's cheap and does the job. It's nothing special, but I got a solid 7 hours of gameplay, it was rather challenging, and it costs less than a Big Mac... can't lose really.
Dungeons Of Dredmor - £3.49 - Fantastic roguelike style hack 'n slash. An old style dungeon crawler with a lot of humour aimed at the old school PC gamer. I've honestly sunk over 100 hours into this. It's simple but addictive and ball bustingly hard as well. (Still never got past level 6).
Overlord - £3.49 - It's like is you mixed something like "The Sims" with a real time strategy but added in RPG elements... oh and made it about demons. You're an evil overlord. You raise demons. You use these demons to take over the world and rule over it. There's also a storyline with quite clever humour, a good choice if you want something genuinely fun and lighthearted.
Second Sight - £3.49 - A very good third person shooter/stealth game where you slowly develop psychic powers. If you like the Metal Gear Solid series this is for you. It's got a decent storyline, good controls, really decent gameplay, and let's you think. This comes very highly recommended especially given the price and does things like psychic control over NPC's very well (something more recent games like Mind Jack failed at miserably).
Rome: Total War: Gold Edition - £4.49 - Great strategy game. Has the city builder elements from games like Sim City and Civilization but has decent well done Real Time Combat sections. A great way of merging the two strategy genres and it's a good way into the genre if you're not usually a strategy gamer.
Beyond Good & Evil - £4.99 - Fantastic 3rd person adventure game which rather defies categorisation. It's very story and character driven, has racing sections, 3D combat, platfoming sections. It's as close to "action adventure" as you can get and is one of the best games EVER MADE! Seriously. This game used to be one of the reasons to own a GameCube. It's now on PC with slightly updated graphics through Steam. This is my top suggestion.
OK, those are my suggestions. There are plenty of other games on Steam worth getting, but honestly I'd get one of those if you've not got them, maybe two if you can afford them.
