650 WAT! I'd say you went through more than a few sets of rear tyres.
I'd probably buy a Ek Civic Type-R, get it styled by Spoon and get them to make the body completely carbon fibre. Then I'd make it mid-engined, probably with an Ariel Atom 500 engine (10k revs, yes please). I'd also get it converted to AWD so all that power is put down properly. So yeah I've probably gone over budget but fuck it.

It was fine with TC on, so I just mainly used that. I put a set of HRE rims on but used 325s for the rears (& 265 fronts) to put the power down more efficiently.
I only had it for about a year though, so I didn't do too much damage to the nearly $3k Michelin PSS tires, lol.
