Well if he has 100% feedback.. chances are he is legit and you never know.. he might well have been in an accident. It all depends really how bad/quick you want it.. if you don't mind waiting it out for a week and then see what he says then I would advise that..

How much feedback does the seller have? I mean he could have 2-10 as a buyer at %100, but still doesn't mean hes legit.

7 feedback in last 12 months , and he 128 , so he probably sold other stuff over some years.

I recently got refunded for a item. If after a week you don't receive it just open a case and then PayPal will ask the seller for proof of postage and if they fail to provide it the funds will be transferred back to you.

yeah, 7 feedback in a year isnt all that good, but paypal is pretty good when it comes to refunds, you just have to make sure you dont wait too long. and im not sure if you can get a refund if you sent as a gift or not

Even if he does scam you, you will get your money back, no matter what.

not really a scam a car crash can happen at any time plus with ebay its hardly likely you have been scammed because most people are legit and if they do scam you then you simply get your money back and they could face prison as fraud/scamming
