Umm... Good luck. And by Network you mean an entity that can add people to their CMS and "partner" them. Honestly your best bet would be to contact an existing network that isn't too big and see if they want to start a hub centered around graphics.

I currently help out at a network that only has four hubs.. them being their main channel, gaming channel, music, and media channel. If you're interested in talking to them I can PM a link to their site.

The only reason I suggest that route is because to form a network you need to become a CNA(Content Network Aggregrator) which you must do with BroadbandTV or another network. Then if you get approved and accepted you have to make a binding contract which I'm sure requires a lawyer etc. It's a real pain in the ass and it takes a lot of time and money.
