Personally i love both of them and its really a hard choice but i think i would have to go with Biggie. Tupac is a really great rapper and has powerful lyrics but Biggies rhymes and verses really have an amazing flow. This is just for fun don't get all up tight and stupid. Technically it's Tupac ft. biggie... It was produced by Eminem, who was a big fan of Tupac. I'm sure he had love for biggie, but I just get the feeling he was pac fan due to the way he has talked about the guy.. Sorry to sound like an ass.
I personally am I big fan of both; I really love when people do good remixes of Tupac and Biggie songs (together). I agree that to a certain degree, Biggie was more lyrical. I think he took more time on his lyrics and flow, as you said. But, I think Tupac had much more meaning in his lyrics and songs. The man was one hell of a poet and a pretty decent actor. Biggie was all about his lifestyle, the drugs and the game (so to say), whereas Tupac was about the life and a lot more.
