You can use Wix. Unless you want to make your own forum, then you'll have to get hosting, setup the database, install vBulletin or Xenforo or MyBB or whatever other forum software you want. I'd recommend some people, but I don't think they do any of this anymore.

Yeah man, there are tons of free site creating softwares. Wix, prophpbb, mybb, etc. You just have to look around.
