EBOOT yes but RTM no if your using the right one.

ImSooCools tool seems to be working fine I use it all the time and mod for hours and I don't get banned

You will always get banned with a modded eboot

But then again there is no guarantee of not being banned. You always risk being banned using any tools but so far his tool seems to work.
