Every time I switch soldiers however, my prestige will shift from 10th to 11th. Is there a specific prestige I should be at, so I won't have to go through this in the future? For example, if I just set myself to level 60, no prestige. If I just continue to switch soldiers from that level, would that make it so every time I change soldiers, I prestige? or what?

You have to be 9th prestige. Cause when you start the game technically you are second prestige.
