You Dont Have To Be On Dex. You Can Use Cex With CCAPI If Ya Wanted To But I Find Dex Is Better But Thats My Opinion. Im Currently On 4.50 PS3 ITA. And When You Mean Rtm/Rte For Free Do You Mean Service Or An Actual Rtm/Rte Tool? Cause The Tools Are Free. And You Might Be Able To Find Someone That Will Do The Service For Free. Here Is A Tutorial If Your On CEX And Trying To Rtm You must login or register to view this content.
