I got it buy disabling police and went to police station area by the desert over at "Criminal Records" and just Pressed L3 near a cop and Pressed L2 + O and karate chopped cops in the back of neck lol.

I remember when I did this... It only took a few minutes for me to max it. I don't see why it has taken you so long!
But does it really keep you off the radar? Because the teams always seem to know where I am. </3

I've been wondering that myself as well. It seems as if they can spot me. I even had suppressor on my equipped weapon.
