Steps:

1: Make new character and at first race select the Asea.
2: Complete tutorial up to the part where you have to go to the clothes shop.
3: Go to a secluded location, tell your friend to keep the car for you.
3: Switch back to main character then go get the car from your friend.

All done, you will be able to put Stickerbombed fenders, hood, trunk and roof.

This is just a way to get it if you don't want to ask someone to duplicate it.

This may become the only way to get this and the Obey Tailgater, since Rockstar patched most Glitches.

Most likely, this is easier then adding someone and have them duplicate it anyways.
