I can confirm this so far as working. I have my Space Docker turbocharged right now. (I do not take credit for this method, found it in a comment on Youtube.) The vehicle has to be able to enter Los Santos Customs.

1- Put your personal vehicle space in parking spot provided above.
2- Get out and steal a motorcycle, doesn't matter where from. (IT HAS TO BE A BIKE)
3- Drive in Los Santos Customs and select any option (Turbo, wheels, anything not on your desired car)
4- Pause the game, go to the Playstation Store, then leave it.
5- If you spawn outside Los Santos Customs, grab your desired vehicle, then drive it back in.
6- Your vehicle should have the option that you pulled up before entering the PSN store. In my case, it was the turbo. $30000 for it on my Space Docker.
7- Rinse and repeat for each modification you desire.

Tune 'em boys! I'll post more images and results as they come.

ugh, has to be a bike = not worth the time and effort, unless someone knows how to trigger them to spawn, i spent 30 minutes riding around on my bike, and didnt see a single one. Even in the Lost's hideout, where there were 20 bikers in the compound, and no bikes

ok found a bike, as far as the space docker goes, it will only accept turbo, no armor, or engine upgrades, and it only lasts that session. I went to another and the turbo was gone. luckily was only 24kish
