To be able to do this you must have quite a lot of money as the following things require $50,000 + for the primary and secondary colours.
Step 1: When you going into Los Santos Customs buy the original Chrome colour either primary, secondary, or both.
Step 2: Now go back to the respray menu and click on 'Crew'.
Step 3: There you go, you now have a brand new coloured Chrome car to show off to your friends!

It works. I change the color of my chrome cars all the time
