The tailgater can be found around the city, but it's pretty rare. If you can't find anyone to dupe it (since the glitch is rather difficult now), here's a map of the spawn points:

Yeh I know you can find it, but you have to have it in the message from the simeon. but I've tried so many times to get in the message but just can't get it :/

I've heard it will spawn without Simeon's message. Just go to one of the spawn locations, look around, and if you don't find it switch to a new lobby. It may take a while, but you will eventually find it.

you can find a tailgater in the golf course parking lot during the day , set spawn to last location , put yourself near the golf course parking lot and keep joining new lobbies until you find one. This car is pretty easy to find compared to other vehicles.

Hey man I just put up a reddit about this last night as I too was looking for this car for an extensive amount of time. To make hings easier for you, Go to your online options, Change Spawn Location to Last Location, Then Drive to the golf course in Richman, The one in Vinewood, Once you're in the parking lot of the golf course find a new session. Keep finding new session until the obey tailgater spawns in the parking lot. I did this last night and it worked for me after changing sessions 3 times. I noticed it finally spawned when the lobby was nearly full it has something to do with another player having the text message from Simeon or owning the car thierselves, I know this will work. Duplication of cars is no fun. I had my first tailgater duplicated and when it got destroyed I was unable to make a insurance claim on it.
