They are unlocked to any PS3
Simply download to your desktop
Plug USB into PC/Laptop
Open the USB device
Make a folder called PS3 open that folder make another called SAVEDATA
Dag and drop the save into that folder
Plug SB back into PS3 open the device
Hover over the save
Hit triangle
Copy...
Load GTA V, Enjoy!

BLES is for Europe Users and BLUS for USA Users.
