It cannot be stored, however I think with this group of diligent people on here, we could find a way to ensure glitch it? I don't know. Anyways, on to where I found it.

Drive down onto the beach at around Noon, and it should be there, as well as RVs and the odd Hippy van w/ surf board. If it is not there, drive up to the road and come back down until it spawns.

There are other spawns around the beach there, but don't go too far away.

you will find a clean surfer at that same location. they start to spawn at 15.00pm.

I modded one in once, couldn't be stored, but wasn't really worth it, there weren't many customization options, nothing compared to the original Rebel.
