my money was gone so i was like lol k and jailbroke my ps3 and gave myself the money back a few months ago, all good
now they decide to take away the rp i "cheated" to get, wtf

As others have said why don't you just spawn your money and level back in, its an obvious solution. If you're jailbroken none of this should be a problem, if you're that concerned about being banned (which lets assume you are) or don't want the levels to be removed make another account on psn, rank it up to 120 and give yourself money and all that good stuff, problem solved?
