It looks similar to XBLToothPiks because they both work together, but no. This is created by a person named ''Rock'' (ap ii intense on Se7enSins).

Boot singleplayer first, then Rocks menu is RB + X, Evil Blunt' and Three Socks is RB + LDPAD, then ring 911 for VCA wich is RB + LB.
