i only just got the game on pc and openiv 2.5 wont do it yet

yes you can. If you want to edit the file to change how a vehicle handles, accelerates, etc just go onto OpenIV and find this folder: update > update.rpf > common > data. You'll find a file called Handling, right click it and choose to extract to a desired location. Using Notepad++ or a similar program, open the file and feel free to edit the coding.

To install a modified one, you have to go onto the same location where you extracted the handling file, enable edit mode, right click on the handling file in OpenIV, choose to replace with your modified one, click file then rebuild and then click rebuild in the bottom right. Once it's all done, just launch the game and close OpenIV.

If you want to edit DLC cars handling file then go to x64w.rpf > DLCpacks > choose the one you want > common > data. The handling file should be in there.
