Easiest:
Downgrade to 1.24 (No anti-cheat (it was introduced in 1.26) and the Tuneables editor only works on this). Use the tuneable:
This will allow you to buy the Valentine's Day items (gun, clothing - everything!).
Once you're happy - force save the game by changing your appearance (change your armour, put on a hat etc). Once done, update to 1.26 and check to make sure the items are still there (they should be) and you're done.
