I think you can only get the holiday ones during those times..might be wrong though.

Are you on PS3 or PS4?

If your on PS3 and on OFW then you can't get this... however, you can have your account modded with Valentine DLC stuff...

If your on PS4 that is correct... however, if your on PS3 then you can use a SPRX or an RPC tool to do this...

WIth a Mod menu or RPC tool enable the "Valintines DLC" tunable then you will have access.
