Technically no its not legal. modding and exploitation was always considered illigal but so many people do it there technically is nothing anyone can do about it. You will not get into legal trouble if thats what your worried about. Worst thing that can happen to you is getting banned from the game, PSN or XBL. Trust me if people started getting into legal trouble for this NGU would not even let people offer modding services.

Now if you were scamming people for there money thats a totally different story which can lead into legal trouble for fraud. But in general you will not get into trouble for modding or offering legit services. Worst thing that can happen is being banned.
