B. Look in the prison parking lot. If you don't see it just drive a bit away then go back.

Only thing in the prison that comes up is the mini Cooper and old Ford trucks

It might take awhile but the sultan does spawn there.

Is there a certain car I should be driving up there? The first time I drove up there I was in a karuma and got mini Cooper's and Ford trucks , 2nd time was a T20 and got Mustangs and ford trucks

I don't think so. If you know anyone that has a sultan have them drive it around. It will give a higher chance of sultans being around.
