By modded car u mean what exactly, are u meaning a car u can normally buy off ur phone but needs to be fully upgraded or do u mean a car that u normally can't put in your garage like a cop car or the clown van ??. If ur meaning a cop car or something like that then unless u have a patched vehicle bypass no-one can help u & if u do then u can grab them urself, if ur meaning just a normal car (eg. Adder, Zentorno) then yeah pretty much any modder can help.

I mean like a flying car or something

For the flying cars you can't... Modders make it flies
Also if I attach an object to the car (like a gatling on the roof) then in your garage (I think) it disappears
