Most likely an account banned... anyway Rockstar has stopped updating the game... but the servers may automatically pick you up as modding... and if you get console banned there is no going back, but it's up to you...

If your thinking about getting another one then I wouldn't do so since there are so many modders on PS3 that games are now full... most likely a modder in every session... I would invest and buy a next gen console...
