If you have been using the account you are referring to needing help on the answer is no. Nobody can mod next gen accounts. You would have to create a new PSN account and then have it modded on the trusty old faithful PS3 and then transfer that account to PS4.

I'm guessing u started gta on ps4 since ur a low level (so u haven't used your one time transfer yet). You could get someone to login onto the psn account that you had been using on your ps4 so they could login onto ps3 with it and then they could mod your level, money and more but you'd have to transfer it to ps4 so you get the money and rank that had been modded on ps3. It will replace ur level 14 btw.
