Haven't seen this here, so here you go.

Alright I have tested this on ps4 and confirmed it still works, although xbox1 had been patched, and I am not completely sure of old gen.

First off press Options and select Jobs > Rockstar Created > Races > Arms Race ( I believe this glitch works on any race with a blank world record time like " --:--:-- " ).

Secondly Once you're loaded up keep all the options the same except for laps ( does not matter what you set them to but can help with the leveling process more details in the last step ). And pick any vehicle class, preferably a fast vehicle.

Lastly start up your race and on your first lap hit every check point except the last one, wait awhile before completing the first lap. Once you complete your first lap it should record it as World Record. Now keep beating your previous lap time by a second or two and your should be given RP every lap you beat your World Record time. Now as of laps I usually go somewhere from 5 - 10 laps, as it depends on how patient you are as the more laps you set the longer your first lap has to be.

Note that the RP you will be granted will depend on the level of your character. Generally the higher level your character is the more RP you will receive.

Now if done correctly you should be leveling up every 5-6 laps.

It does not work on Playstation3. I tried it right away when posted. It never worked for Playstation3, maybe only working for Playstation4 or did it get patched? I do not know the answer.

Its fun when it lasted.

I think it only worked for PS4 I wasn't sure since I could only test it on PS4, but it's patched on all systems now.
